Changquan was born in Gai city in the province of Liaoning. Liaoning is in the northeastern part of peoples republic of China. Changquan graduation came from the Lu Xun Art Institute. He was an art designer "Silk Road Company" in 1995 Changquan started his own gallery called "Changqing Gallery".
