Creating a Colorful Photoshop Effect

In four easy steps.
First, open up the image in Photoshop that you would like to work with. Then, adjust the image saturation to -70. Your image should now look similar to this:
Now create a new layer, and choose the "soft light" blending mode. While on this layer, paint in whatever colors you would like. Here are the colors I picked:
Making sure that your new layer is still selected, go to Filter> Blur> Gaussian Blur. A new box will pop up. Make the radius 90 pixels.
